**Job Summary**

AECOM is implementing the Somalia Transition Initiatives for Stabilization Plus (TIS+) Program, which is a $66 million, USAID-funded program that promotes good governance and community cohesion. TIS+ is implemented in Mogadishu, Kismayo, Baidoa, Galkayo and Hargeisa, with possible expansion to other communities across Somalia.

The objectives of this contract are to: 1) Increase confidence in governance based on equitable participation in decision making and management of community assets; 2) Empower community and government representatives to engage with private sector and development actors in a collaborative process for community growth; 3) Increase Somali engagement in creating a more stable future; and 4) Support inclusive, sustainable development by reducing gender gaps in stabilization and development.

AECOM seeks a seasoned Deputy Chief of Party (DCOP) for the TIS+ Program, to be based in Nairobi, Kenya with frequent travel to Somalia.


The DCOP will work closely with and support the Chief of Party (COP) to make key programmatic decisions and solve problems in short timeframes, while ensuring operational integrity. The DCOP will develop technical strategies for program implementation that strengthen local government capacity in the areas of: transitional governance, institution building, community security, service delivery and citizen participation. In this capacity, the DCOP will enhance the program’s understanding of the pressures and prospects for moving Somalia along the development spectrum from stabilization to improved and sustainable governance. Furthermore, the DCOP will identify opportunities for and design programming interventions that will allow Somali communities and citizens to become change agents in government. The DCOP will work closely with the Chief of Party and USAID to create a program road map that complements and leads to the development of appropriate in-kind and grant activities.

Overall technical direction will be provided by the Contracting Officer’s Representative (COR), with supervision by the COP. The DCOP will be responsible for the oversight of the stabilization and governance portfolio. The DCOP must be flexible, pragmatic and able to think creatively to implement activities in a sustainable, responsive manner. Additionally, the DCOP must be willing to travel to Somalia and carry out other tasks assigned by the COP, to ensure proper management of the contract.

Key aspects of the DCOP role are:

Technical Support

+ Design and develop a program governance strategy that integrates community security, stabilization, countering violent extremism, institution building and citizen participation more holistically into the TIS+ program.

+ Provide programmatic and technical support, working in partnership with USAID, the COP and other program staff to operationalize the aforementioned strategy.

+ Serve as a thought leader for TIS+ and write strategic rationale for proposed geographic expansion. Work with program staff to collect, synthesize and report on key political, economic and security information in geographic areas of interest.

+ Other responsibilities, as needed.

Program Management

+ Oversee daily program management, in partnership with the Program Coordinator and the COP, supervising, designing, analyzing and implementing all in-kind and grant activities.

+ Provide program management support to the Field Coordinators and field teams, to ensure effective and timely management of all activity interventions.

+ Supervise program staff in Somalia and Kenya, including the Program Coordinator, Grants Manager and Database Officer; ensuring adherence to standards for documentation, reporting, database management and analysis.

+ In partnership with the Operations Manager, ensure that all activities are in compliance with FAR/USG regulations and AECOM policy.

+ Oversee the completion of annual work plans, weekly reports and key technical deliverables.

+ In partnership with the Monitoring and Evaluation Manager, and with guidance from the COP, ensure that effective and comprehensive monitoring and evaluation is completed for all activity interventions, including in-kind or other grants.

+ Other responsibilities, as needed.

**Minimum Requirements**

+ At least five (5) years’ technical expertise in the areas of local/transitional governance, community security, institution building and stabilization.

+ At least five (5) years’ managing projects overseas of similar scale, scope and technical focus, with at least one of those years in a fragile state context; experience working on Somalia is a plus.

+ Advanced degree (or a bachelor’s degree with an additional five (5) years’ experience managing projects overseas of similar scale, scope and technical focus) in governance, peace-building, conflict management, social sciences, international development, international relations/affairs, business, management, political science, law or other related field.

+ Demonstrated ability to work effectively with communities, civil society, local government representatives, and other stakeholders.

+ Demonstrated experience in overseeing programmatic, administrative, and financial management functions, particularly for design and administration of in-kind or other grant activities.

+ Previous experience working with government counterparts on complex programs.

+ Demonstrated ability to communicate effectively in English, both verbally and in writing.

**Preferred Qualifications**

+ Technical expertise in the areas of local governance, citizen security, peace building or other similar technical areas.

+ Demonstrated skills in effectively negotiating with host-country governments and regional institutions, donors, UN agencies, other U.S. Government projects, local organizations, and partners.

+ Ability to successfully manage and develop staff in a multi-country setting as demonstrated by past experience

+ Exceptional ability to communicate effectively in English, both verbally and in writing, to donors, government counterparts and other key stakeholders.

+ Work experience in Somalia or within the region.
