**Job Summary**

Project Description:

The USAID Pacific Climate Ready Project, implemented by AECOM, will provide a wide range of high-level, high-visibility technical assistance and capacity-building support in climate change adaption (CCA) and CCA finance. Project objectives include: (1) strengthening and mainstreaming CCA policies and laws; (2) enabling access to multilateral and bilateral climate change funds; and (3) strengthening implementation of CCA projects. Target countries will include: Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

The Finance Manager will have primary responsibility for the planning, implementation and management of the financial systems required to support Pacific Climate Ready, including supporting staff and data to ensure that the financial aspects of the Project are met and effectively reported to AECOM and USAID.

Key Responsibilities


+ Oversee financial transactions to ensure that AECOM systems and policies are enforced;

+ Oversee the monthly closing and ensure that the appropriate accounting treatment is applied to the Suva office and each regional office;

+ Provide standard accounting and financial information in a timely and accurate manner to AECOM Home Office;

+ Conduct quarterly reviews of the balance sheet to ensure that prepayments, accruals, and assets are correctly accounted for, and are reconciled to contracts and outstanding advances;

+ Ensure that all taxes (employment, withholding, and international staff) are correctly deducted and paid in a timely and documented manner;

+ Ensure that adequate documentation exists for each transaction, and that this documentation is filed and stored in an appropriate manner, to be available for audit as required;

+ Oversee the payroll for staff across all program operating offices and work with AECOM home office to ensure that staff are paid in a timely fashion;

+ Prepare and review the monthly cash flow projection as well as balance the cash requests between the needs of the programs and the realistic burn rates for to the Suva office and each regional office;

+ Manage the flow of cash throughout the month to best serve the program whilst ensuring that the strict security protocols for cash in the field are adhered to;

+ Maintain compliance with labour and finance law and compliance with tax statute;

+ Act as a safeguard for all newly proposed activities from a financial perspective which may range from affordability to appropriateness; and

+ Develop and maintain local office policies and procedures and provide training for all issues related to local financial matters.


+ Work with the COP and DCOP to manage the overall project operating budgets;

+ Conduct the annual budget process for each fiscal year to assess and confirm overall coverage for all proposed costs;

+ Oversee compliance and where necessary utilizing HO support and technical experience; and

+ Develop, project, and monitor the project-wide operational budget covering staffing, travel, and running costs to ensure that the mission remains on budget.


+ The Finance Manager will support the startup and closeout procedures of the project, including but not limited to supporting the opening/closing of bank accounts; and

+ Other assignments as directed by the COP, DCOP or home office team.

**Minimum Requirements**

+ Seven or more years of progressive financial management experience;

+ A BA/S or equivalent in accounting or finance;

+ Three years’ experience working on a multi-million dollar USAID-funded program;

+ Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation, and the proven ability to translate technical financial data into informative reports;

+ Exceptional accounting skills and experience;

+ Advanced computer skills in MS Office programs, particularly Excel;

+ Prior management experience and strong organizational skills;

+ Excellent oral and written English skills;

+ Understanding of cross-cutting issues including environment, gender equity and social inclusion, and fraud control; and

+ Strong interpersonal skills required.

+ Must be Fijian
