**Job Summary**

AECOM has an opportunity for an operational activities specialist to provide program administration, operational planning, research, and analysis support to the U.S. Pacific Command (USPACOM) Operations Directorate.

This position will support USPACOM with research and analysis of operational plans, programs and policies that increase Mission Assurance (MA) for USPACOM and its subordinate Component Commands. The candidate for this position will provide process and methodology analysis to include operational risk assessment, strategic planning assessments, and assessment of Theater Campaign Plan objectives in support of MA in the Pacific Theater. The candidate will conduct research and prepare planning products, briefing documents, decision papers and related materials on various topics supporting recent, ongoing or anticipated military activities. This position will assist with production and implementation of comprehensive, long-term, fully integrated DoD strategies and the application of innovative approaches for national security and theater peace and stability.

This position requires extensive experience conducting detailed assessments of the policy and program impacts of plans and concepts and a demonstrated ability to identify vulnerabilities in plans and operations. This position will be required to conduct structured studies and analyses by comparing national security policy, and military strategy, defense transformation and planning guidance, intelligence estimates, threat projections, and vulnerability assessments.

**Minimum Requirements**

This position requires a bachelor's degree, a minimum of ten (15) years of experience supporting the DoD, and at least five (5) years’ experience working in military operations either on an operations staff or at the tactical maneuver unit level. Candidates must have three years (3) experience in compartmented activities, and three (3) years’ experience on a senior military staff (Service HQ, Combatant or Component Command, Office of the Secretary of Defense, or the Joint Staff). The candidate must have at least five (5) years’ experience in plans and must demonstrate in-depth knowledge of the Joint planning process. The candidate must demonstrate excellent written and spoken communications, organizational knowledge management using technology based systems, operational assessments and intelligence collaboration.

Desired qualifications include: Joint Forces Staff College graduate of both the Joint MILDEC Training Course and Defense OPSEC Planner’s Course.

The candidate for this task must be able to obtain a TOP SECRET clearance and must be eligible for access to Sensitive Compartmented Information (SCI), based on current single-scope background investigations. The candidate will require access to Special Technical Operations (STO), Additional Compensatory Control Measure and Special Access Program (SAP) materials. If selected for employment the candidate may periodically be required to pass a Polygraph test.

Required Qualifications

- BA or BS degree and 15 years of experience

- 5 years’ experience in military operations

- 3 years’ experience in compartmented activities

- 3 years’ experience on senior military staff (Service HQ, Major Command, OSD, JS)

- Knowledge and personal experience in the Indo-Asia-Pacific region

- Proficient at knowledge management activities using technology systems

- Proficient at authoring analytical and policy documents

- Proficient at Microsoft Office applications (Word, Excel, Powerpoint)

- Top Secret security clearance with SCI eligibility

- Applicants will be required to take a polygraph examination.

- Defense OPSEC Planner’s Course graduate

- Experience with Classified Material Security and Handling Procedures

- Experience conducting research on a range of topics and functional areas

- Excellent oral and written communication skills

- Possess excellent analytical reasoning skills

Travel: Potential to travel in the US and internationally; approximately 10% of the time
