**Job Summary**

AECOM is actively seeking a highly motivated Operations Manager for immediate employment for on-site assignments on USAID projects within the Middle East region.

The Operations Manager is responsible for the following program office job functions:

+ Acquisition of supplies, services (including sub-consultancy services), and equipment through established procurement methods, processes, and thresholds that comply with the requirements of USAID and AECOM’s policies and procedures

+ Implementing practices necessary for compliance with USAID vetting practices and procedures

+ Implementing operational, accounting, and internal controls policies and procedures to ensure they comply with USAID rules and regulations

+ Identify gaps in internal controls or other compliance and operational areas and propose corrective actions for management's actions

+ Annual audit(s) and addressing any resulting audit recommendation(s) in a timely manner

+ Financial reports and vouchers in addition to tracking actual versus budgeted accounts in order to identify potential discrepancies

+ Developing and implementing recruitment and retention plans that are aligned with the project objectives and comply with USAID rules and regulations, as well as with the local labor laws for locally employed staff

**Minimum Requirements**

+ Bachelor's degree in related field

+ 10+ Years of experience with Contract Administrative Compliance, Finance and Procurement (FAR and/or AIDAR based Contracts), including 5+ years of progressively responsible supervisory experience, including direct supervision and performance evaluation of professional and support staff

+ Must possess demonstrated experience managing program based administrative, finance and support functions for large infrastructure/development programs in an international/developing country environment

+ Proficiency in Excel and basic Accounting software

+ Due to the nature of this work, U.S. citizenship is required

**Preferred Qualifications**

+ Master’s degree in Business, Finance or Accounting
