**Job Summary**

AECOM has an exciting opportunity in Afghanistan on the Afghanistan - EAGLE contract for a

**Property Accountability Specialist.** Receives, inventories, stores, and issues equipment, materials, supplies, or tools, and compiles stock records in the warehouse, or storage yard. Responsible for day-to-day operation of department. Provides guidance and assistance to assigned personnel on current principles, practices, and procedures to be employed. Plans work schedules, sequence of operations, and distribution of work; explains work requirements, methods and procedures; and assists with resolving problems. Responsible for the supervision of consolidated property accounting activities and interfacing with management over Company and US Military GFE & GFP. Develops and schedules annual, cyclic and sensitive item inventories to be performed by secondary hand receipt holders and inventory teams. Ensures all appropriate adjustment documentation for lost, theft, damaged, or destroyed (LTDD) Government property is initiated, including appropriate causative research, and forwarded to the APM of Supply and Services for review and processing. Oversees the maintenance of hand receipt files, document register files, property disposition files, issue and receiving documents. Ensures monthly document register reconciliations are conducted and reported to APM of Supply and Services. Oversees the data entries for the Property Book on OnPoint and PBUSE/GCSS-Army ensuring accuracy with random quality audits. Inspects/reviews all site requests for installation and GFE/GFP/GFM for accuracy and compliance with the applicable Army Regulations and contract property control plan prior to approval in OnPoint portal. Ensures all Government/contractor property is properly documented and disposed of prior to removal from property records. Provides the Government and Senior Management analysis and reports related to property control and accountability. Maintains and monitors RO/ROP for all OCIE and PPE ensuring quantities below the ROP are on order. Ensure strict compliance to safety practices and support the AC FIRST Safety Policies and Procedures. Instills a safety first mentality within respective work areas and a culture that achieves low accident rates and minimal lost-time injuries. Adhere to ISO Policies, Procedures, and Work Instructions in support of the AC FIRST Quality Management System. Performs other duties as assigned.

**Minimum Requirements**

+ High School diploma or equivalent required.

+ 4 years’ experience in property accountability required.

+ Issuing and receiving at the Wholesale/Depot level required.

+ Work experience may be substituted for educational requirements and/or educational achievements may be substituted for years of experience. Example: Two (2) years of experience is equivalent to (2) years of college and vice versa.

+ NACI /Tier 1 for US Citizens and PCC for Non US Citizens

+ Valid Driver’s license required.

+ Must have thorough comprehension and knowledge of Inventory Management Below the Wholesale Level IAW AR 710-2 and DA Pam 710-2-1, Force Structure/Modernization Programs, Total Asset Visibility System, The Army Equipment Distribution Program, Army policy on Loan of Army Equipment, Army policy on Property Accountability IAW AR 735-5, and Government policy contained in Part 45 of the FAR.

+ Must be able to work effectively with all levels of employees, including top, middle and supervisory levels of management.

+ Requires a collaborative work style, fostering cooperation and teamwork.

+ Must be able to handle confidential company and employee information with complete discretion.

+ Must be able to prioritize responsibilities in order to handle a demanding workload.

+ Must have strong analytical skills, including the ability to extract, compile and analyze data.

+ Must be able to prepare and deliver PowerPoint presentations.

+ Requires proficiency in Word, Excel, Outlook, and related applications.

+ Must be able to communicate fluently in the English language both written and orally.

+ Driver’s license is required.

**Preferred Qualifications**

+ US Army MOS 92A or 92Y preferred.

+ Experience using automation systems preferred.
