Job Summary

AECOM is actively seeking a creative, highly talented Planner III Transit Program Compliance Specialist for employment under the Atlanta, GA office.

This position performs professional planning duties related to the development of transportation plans, program management, and projects focused on managing compliance for recipients or subrecipients of funding from federal USDOT agencies including the Federal Transit Administration (FTA); represents AECOM and our clients at a variety of conferences and public outreach meetings; coordinates comparative studies and planning projects within established timelines and budget parameters; helps administers contracts; performs special projects as assigned and related work as required. The appropriately qualified applicant will be able to demonstrate an educational and career path in transit or transportation planning, with proven experience of contributing to planning efforts and other related projects. The ideal candidate will demonstrate an ability to be highly organized, work well independently and with teams, and the ability to communicate clearly. The responsibilities of this position include, but are not limited to:

  • Serve as a knowledge resource for providing support, guidance, advice, technical memoranda, briefings, and recommendations to public-sector clients and AECOM senior managers on the technical aspects of Federal policies, program management, and specific cases arising with individual transit providers and metropolitan and State agencies;

  • Support clients with the development, growth, and compliance of Federally-funded transit programs

  • Lead the development of transit compliance studies and processes including, Real Estate Acquisition Management (RAMP) Plans, Americans with Disabilities Act (ADA), Civil Rights (Title VI), Disadvantaged Business Enterprise (DBE), Equal Employment Opportunity (EEO), and Procurement;

  • Lead the development of and conduct training for transit compliance issues and areas including, Real Estate Acquisition Management (RAMP) Plans, Americans with Disabilities Act (ADA), Civil Rights (Title VI), Disadvantaged Business Enterprise (DBE), Equal Employment Opportunity (EEO), and Procurement

  • Prepares reports, recommendations, assessments and impact statements on transportation planning

  • Participates in public meetings or hearings to explain planning proposals, to gather feedback from those affected by projects, or to achieve consensus on project designs

  • Assist with development of project scopes of work (SOW), budgets, and schedules

  • Collect, organize, and manage data to conduct transportation/transit alignment and facility siting studies

  • Utilize GIS and other tools including Microsoft Office programs to provide data-driven analysis for planning studies

  • Utilize infrastructure performance data to support investment recommendations

  • Respond to questions and requests from project team members, clients, and other stakeholders

  • Participate in meetings with clients, members of the public, and other stakeholders

  • This position may require travel and/or long-term onsite staff support with client offices in the State of Georgia

Minimum Requirements

  • Bachelors degree in Public Administration, Planning, Engineering, Urban Design, or related discipline

  • 5+ years of related experience

  • Knowledge and experience with USDOT polices and processes, particularly those of the Federal Transit Administration (FTA) are a must

  • Ability to gather and analyze data, provide interpretations, and prepare a variety of reports

  • Must be skilled in oral and written communication

Preferred Qualifications

  • Masters degree in Public Administration, Planning, Engineering, Urban Design, or related discipline

  • Knowledge of consulting services is desirable
