**Job Summary**

USAID’s Palestinian Energy Project (PEP) aims to advance the Palestinian energy sector to support affordable and sustainable energy independence in the West Bank. The project focuses to improve the Palestinian Authority’s efforts to modernize and diversify the Palestinian electricity sector. The project focuses on improving access to and reliability of electrical services by strategically incorporating renewable energy, which will increase the Palestinian Authority’s control of its electrical supply and improve affordability over time.


The Senior Energy Advisor will assist PEP in the effective implementation of the project’s expanded scope by leading the efforts of Component 4, Build PA Institutional Capacity to Oversee the Commercial and Operational Administration of the Palestinian Electricity Sector. The Advisor will build effective working relationships with senior officials, USG partners, donors, international financial institutions, and other sector counterparts, and build capacity of electricity sector institutions to manage and operate the national transmission system.


The Senior Energy Advisor will report to the Chief of Party, and work together with the Senior Renewable Energy Advisor, the Senior Utilities Advisor, the Operations Manager, the M&E Specialist, and the Communications and Outreach Specialist. This position will be based in Ramallah, West Bank.

**Minimum Requirements**

+ A minimum of a bachelor's degree in a technical discipline related to energy and/or power, public policy or finance as related to energy and/or power systems, or other relevant field (electric engineering or petroleum engineering or chemical engineering or a combination of these) is required;

+ A minimum of 7 years of international experience in the energy sector with a solid understanding of policies, strategies, technology, and social components related to energy sector reform, utility management, and rehabilitation and expansion of electricity transmission infrastructure;

+ A solid understanding of Supervisory Control And Data Acquisition (SCADA) including the design, development and operations of SCADA systems and SCADA-enabled metering and communications;

+ Understanding and experience utilizing electrical system engineering tools, models and databases;

+ Demonstrated successful experience advising and training international governments and electric utilities on the planning, construction, operation and maintenance of the national power grids;

+ Strong analytical and communication skills and problem-solving abilities;

+ Outstanding leadership, communication and interpersonal skills, as well as the ability to communicate cross-culturally and exhibit cultural sensitivity are essential;

+ Solid proficiency with Microsoft Office programs and applications; and

+ Business proficiency, written and spoken, in English. Professional working proficiency

+ (Level 3) as defined by the International Language Roundtable ( http://www.govtilr.org/ ) is required. Full professional proficiency (Level 4) is preferred.
